Position Summary:
The Cancer Portfolio Task Area Lead is a subject matter expert (SME) and serves as the senior contractor lead for scientific, technical, and programmatic oversight of the Cancer research portfolio within CDMRP. The Lead coordinates all award lifecycle activities, provides scientific analysis, manages deliverable compliance, and interfaces with internal Government Science Officers (SOs), contractors, and external stakeholders. The Lead ensures the integrity and progress of cancer-focused awards, resolving issues, maintaining superior documentation, and supporting CDMRP’s research mission.

Organizational Reporting:
Reports to the Contractor Program Manager and receives functional guidance from Government SOs and GORs. Provides mentorship and technical direction to assigned analysts/junior staff.

Key Responsibilities:

  • Lead end-to-end award management for cancer research grants and cooperative agreements, including pre-award review, post-award monitoring, and closeout.
  • Provide in-depth scientific and technical review of applications, deliverables, and research progress, leveraging advanced expertise in oncology.
  • Monitor grantee compliance with federal, DoD, and CDMRP-specific policies (including clinicaltrials.gov/NCT registration and reporting, HIPAA, and data/cyber requirements).
  • Evaluate and validate progress, quarterly, and final reports; support records and data management in EGS and eBRAP systems.
  • Identify issues (such as scientific overlap, foreign influence, or risks), escalate findings to the SO/government, and recommend corrective actions.
  • Prepare and deliver briefings, portfolio summaries, and data analyses for program leadership and stakeholders.
  • Facilitate or participate in onsite/virtual meetings, program reviews, audits, and transition activities.
  • Ensure timely and high-quality completion of deliverables and meet performance metrics (e.g., 95% report review timeliness).
  • Comply fully with all contract-specific training and annual requirements (AT Level I, Cyber Awareness, OPSEC, CITI, etc.).

 

Required Education & Experience:

  • Doctoral degree (PhD, MD, or equivalent) in oncology, cancer biology, molecular biology, or a closely related discipline;
    OR a master’s degree with substantial oncology portfolio management experience.
  • Minimum 5 years of progressive experience in cancer/oncology-related research; 3+ years in federal or biomedical research administration.
  • Demonstrated experience managing portfolios of 100+ concurrent awards/grants/contracts in oncology.

 

Required Skills & Expertise:

  • Complete CDMRP Science Officer Training Program (SOTP) within 8 weeks with ≥90% module test scores.
  • Proficiency in DoD/federal research lifecycle, clinical trials conduct, and award oversight.
  • Advanced critical analysis, data management, and report synthesis.
  • Superior written and oral communication; capable of drafting briefings and scientific justifications.
  • Experience with federal/DoD health funding mechanisms, regulations, and EGS/eBRAP systems.

 

Work Conditions & Additional Terms:

  • Hybrid work environment; assigned government workspace when onsite.
  • Annual execution of confidentiality agreement, compliance with all NDAs, and absence of organizational conflicts.
  • Must maintain required training (e.g., CITI, Government-mandated security/privacy) and be responsive to changing portfolio or Government priorities.

Must be U.S. citizen and be able to obtain a NACI (TI)-Public Trust Clearance. Must be able to pass background and drug testing. THIS IS A FEDERAL DEFENSE HEALTH AGENCY CONTRACT
